ActionSA is pleased to note progress made by the Gauteng Department of Education on the proposed construction of The Reeds Secondary School on Erf 419, as well as budget allocation of R250 million by the Gauteng Department of Transport and Logistics on the construction procurement plan of 2025/2026 financial year, for the completion of the unfinished off-ramp on Rooihuiskraal/N14.
In order to assess and respond to traffic and environmental impact concerns raised by residents during the public participation process of the Draft Basic Assessment Report for the proposed construction of The Reeds Secondary School, ActionSA initiated an oversight visit with Gauteng Member of Provincial Legislature (MPL) Emma More to both the unfinished off-ramp on Rooihuiskraal/N14 as well as The Reeds Secondary School on 2 April 2025.
ActionSA then posed legislature questions to the relevant Gauteng Member of Executive Council for feedback as to progress made on both construction sites. The Reeds Secondary School project is reportedly at Stage 4 and the documentation is 95%. According to Gauteng MEC for Education, Sports, Arts, Culture and Recreation, Mr. M K Chiloane, the contractor has submitted the Development Plans and is awaiting approval by the City of Tshwane, so that once Stage 4 is complete, the contractor will be able to commence construction.
MEC Chiloane has also confirmed that a traffic impact assessment was conducted by an appointed service provider in February 2025, and that the existing road network in The Reeds/Rooihuiskraal and surrounding areas can handle increased traffic from the proposed school development.
The procurement of the service provider for completion of the unfinished off-ramp on
Rooihuiskraal/N14 is anticipated to commence in Quarter 3 of 2025/2026 financial year, according to Gauteng MEC Transport and Logistics, Kedibone Diale-Tlabela. The completion of the off-ramp should assist in managing traffic flow in the area, in preparation of the proposed The Reeds Secondary School nearby.
ActionSA has also submitted a petition, signed by 108 residents, to the City of Tshwane Petitions Committee on 19 June 2025, requesting the prioritisation of the extension of Uitsig Road (M31) (K54). The construction of a school bus stop on Panorama Road forms part of the petition, to help improve residents’ access to safe public transportation in the area.
ActionSA will continue to monitor the proposed construction of both the unfinished off-ramp and The Reeds Secondary School, with the aim of attaining improved access to quality education and infrastructure development in The Reeds, Rooihuiskraal and surrounding areas.
