Ward 134 councillor Devon Steenkamp appreciates JRA's Road Resurfacing project but remains cautious.

The Johannesburg Roads Agency (JRA) has implemented the R15m Road Resurfacing Project, focusing on repairing roads, with the majority of work concentrated in wards 101 and 134.

JRA’s head of infrastructure development, Kwazelela Mcetywa, explained that the project involves the resurfacing of selected roads within Region C as part of the current financial year’s road maintenance programme.

The work will include base patch repairs, milling of the existing asphalt surface, inlay with new asphalt, and crack sealing where required on identified roads. The roads identified for resurfacing under this phase include CR Swart Drive (between Anita and Berning Pl), Elnita Avenue, Puttick Avenue, Taurus Road, and Vermooten Road.

“Planning for the project has been completed. The scope of works has been finalised, the contractor has been appointed, and arrangements for site establishment are in place. The aim of the project is to improve road surface conditions, enhance road safety, and extend the service life of the affected roads through appropriate resurfacing interventions.”

He added that this forms part of JRA’s mandate to plan, design, construct and maintain the City of Johannesburg’s road infrastructure.

Ward 134 councillor Devon Steenkamp said they welcome the project as residents have lived with failing road infrastructure for a long time. However, he remains cautious due to previous project delays and concerns over execution quality.

“These specific roads have been raised repeatedly through my office and formally submitted during multiple Integrated Development Plan (IDP) cycles over several years. Also, JRA’s past performance gives residents reason to be sceptical.”

He added that they have seen plans announced before, only for projects to be delayed, scaled back, or poorly executed. “This project will be judged based on delivery and quality of workmanship, and residents expect clear accountability and tangible improvements.”
