The V&A Waterfront has commenced its R20 billion Granger Bay expansion, starting with land reclamation and infrastructure work that will transform Cape Town’s coastline.



The project is unfolding in phases, with phase ‘zero’ focusing on enablement work, marine construction, and infrastructure at a cost of R189.5 million. Phase one includes a R121 million basement behind The Table Bay Hotel and a R1.35 billion super-luxury hotel set to open in March 2026.



The expansion also involves refurbishing The Table Bay into the InterContinental Table Bay and completing the R700 million 5 Dock Road residential development. The Granger Bay phase will feature a seawall, breakwaters, and public amenities like tidal pools and promenades.



Moneyweb detailed that phase ‘zero’ includes marine works and infrastructure builds to prepare the site for reclamation. The project will involve constructing a 540-metre seawall and two breakwaters extending into Table Bay.



The enablement work is critical for stabilising the area and creating the foundation for future development. The open-air parking lots near Breakwater Boulevard have already closed to make way for the new basement construction.



Key developments and costs



The expansion features several high-value projects:



  • A R121 million basement behind The Table Bay Hotel.
  • A R1.35 billion super-luxury hotel with 142 keys and six residences, operated by an international hotelier.
  • The R901 million refurbishment of The Table Bay into the InterContinental Table Bay, managed by Sun International.
  • The R700 million 5 Dock Road residential development, set for completion this year.


These projects are part of the broader Granger Bay vision, which will include public amenities like a coastal walkway, slipway, and tidal pools.



The expansion requires approval from the Minister of Forestry, Fisheries and the Environment and the Western Cape Department of Environmental Affairs.



A draft scoping report was published in July, with a draft environmental impact assessment due in the first half of next year. Public participation processes are ongoing, ensuring community input into the development.



The Granger Bay expansion is expected to take three years for the seawall and breakwater construction, with phase two (2024–2028) focusing on relocating the Oranjezicht Market and redeveloping the Lookout events venue area.



The project will utilise existing development rights approved in 2014, with 78,000m² of bulk allocated from the V&A Waterfront’s permitted rights.
