Phase one includes widening the popular St James walkway, relocating ablution blocks away from coastal erosion, strengthening essential infrastructure, and formalising and expanding parking.
Significant upgrade work along the Muizenberg beachfront is progressing steadily.
The City of Cape Town acknowledges the frustration some residents feel and urges them to remain patient as construction continues into 2026.
Deputy Mayor Eddie Andrews says the City has kept residents informed through regular briefings and QR-code sign-ups. He admits the area looks untidy, but assures Capetonians they will enjoy what the City has done once the project is completed in the next 11 months.
Andrews says the upgrades will improve accessibility, particularly for adaptive surfing programmes, with new ramps and widened pathways designed to make the coastline easier to navigate.
"The pathway itself will be widened by approximately one metre, so the end user experience will be improved.
"But I think that the parking bays upgrade, additional parking lots, universal access, and of course, critical infrastructure that most people aren't aware of would be on our coast that has now been encased and safeguarded for protection for longer periods."
The City is also considering longer-term interventions, such as easing congestion on Sidmouth and Beach Roads and exploring pedestrian-friendly options for peak periods.
A temporary enclosed walkway will open on 19 December throughout the festive season to maintain access to the St James pathway.
