The Construction Industry Development Board (CIDB) of South Africa (SA) has launched an urgent investigation into the KwaZulu-Natal construction sector following alarming revelations that highly-rated contractors have failed to deliver on critical infrastructure projects.



The delays are estimated to have cost the province around $269 million.



The probe comes after SA’s Transport Member of the Executive Council, Siboniso Duma, raised concerns that some contractors may have fraudulently obtained high-level grading certificates, enabling them to secure large tenders despite lacking the capacity to complete the work.



CIDB Chief Executive Officer Bongani Dladla responded to the allegations, saying the board is investigating the registration process to determine whether any foul play occurred. “If any contractor is found to have misrepresented their grading, we will take action, including deregistration,” Dladla said.



He added that the investigation will go beyond contractor grading, examining the procurement processes as well as the roles of clients, consultants, and contractors in the affected projects.



The CIDB has vowed to hold all parties accountable, stressing that the integrity of SA’s construction sector is critical for the delivery of public infrastructure.
