Johannesburg Development Agency completes Ivory Park pool, opening now rests with community development

Construction is over, the occupancy certificate has been issued, and the facility has been handed over. The wait is now on the department of community development to open the long-awaited Ivory Park Swimming Pool complex.

The Johannesburg Development Agency (JDA) has confirmed that the Ivory Park Swimming Pool complex is 100% complete, with all construction work concluded.

This follows the article: 14 years on, Ivory Park Swimming Pool Complex still awaits opening, in which the Midrand Reporter asked the agency whether construction of the swimming pool complex had been completed.

The project, according to JDA’s acting senior manager for marketing, communication, and public relations Elias Nkabinde has been completed. “Although construction has been completed, the official opening of the facility is dependent on the City of Johannesburg’s operational readiness processes.

“The project experienced delays primarily due to critical town planning processes required to obtain the certificate of occupancy (CO), including the registration of the erf, approval of building plans, and the permanent connection of municipal services.”

In addition, he said extensive stakeholder engagement was undertaken to relocate residents who had settled on a sewer servitude, which prevented the connection of the main sewer line.

“These matters have since been resolved, and the CO has now been secured.”

He added that the administrative handover has been completed, following the issuance of the CO and the conclusion of the project’s final account.

The City of Johannesburg’s community development department is the custodian of the facility. The department is responsible for accepting the completed asset and managing its day-to-day operations, including staffing, maintenance, programming, and public access.

“The official opening date will be determined and announced by the community development department once all operational and ceremonial arrangements have been finalised.

As the implementing agent, the JDA does not determine the operational launch date of completed municipal facilities.”

He added that the project was completed successfully within the approved contract value of R40m, and there were no cost escalations during implementation.

“The JDA is proud to have delivered a world-class recreational facility that will provide residents of Ivory Park with access to quality sporting and leisure infrastructure.

“The project also demonstrates the importance of complying with the city’s planning and development frameworks.

Illegal encroachments on municipal service servitudes can significantly delay the delivery of essential public infrastructure by preventing the installation and connection of critical services such as water, sanitation, and electricity.”

The agency remains committed to implementing catalytic infrastructure that improves the quality of life of residents, while supporting the city’s long-term development objectives.

“We look forward to seeing the facility opened for public use once the community development department completes its operational readiness processes.”

Midrand Reporter sent an inquiry to the department of community development on July 23, asking when the complex will officially open to the public.

The department’s response will be published once received.
