Despite financial challenges, several Johannesburg library projects are moving closer to completion, while one major development remains stalled due to a funding shortfall.
Construction on several City of Johannesburg library projects is progressing despite financial constraints, with two facilities nearing completion while another remains stalled due to a funding shortfall.
The City of Johannesburg’s Department of Community Development, led by Member of the Mayoral Committee for Community Development Thapelo Amad and Director of Library and Information Services Nobuntu Mpendulo, conducted oversight visits to several library facilities throughout June to assess the progress of infrastructure projects.
The visits formed part of the city’s efforts to ensure residents have access to safe, modern and accessible library services despite ongoing budgetary pressures.
Among the projects inspected was the Matholesville Library, where construction is nearing completion.
The building structure has progressed significantly, and furniture has already been procured and securely stored in preparation for installation.
However, additional funding is still required to complete critical safety features, including the installation of fire detection systems, fire doors and the main entrance access ramp.

The City is exploring options to address the R12 million funding shortfall needed to complete the project.
At Protea North Library, construction has reached 90% completion following the repair of roof leaks, installation of new flooring, completion of plumbing and electrical work, and replacement of the carport roof.
The Ennerdale Ext 9 Library project is also 90% complete. Recent improvements include roof waterproofing, the installation of a new air-conditioning system and new ceilings in the children’s and study sections. Work is currently being finalised in the adult section.
Meanwhile, construction at Kaalfontein Library has been suspended at 72% completion after the city was unable to allocate the R25m required for the 2026/27 financial year. The funding shortfall is expected to delay the project’s completion.
Amad said the city remained committed to completing the projects despite the financial challenges.
“Our commitment to the residents of Johannesburg is unwavering. While we must navigate the reality of our current financial landscape with prudence, we are dedicated to resolving these challenges and ensuring that our library infrastructure serves as a source of pride and empowerment for all residents,” he said.
