ECDC begins phased refurbishment of Mdantsane Mall

The Eastern Cape Development Corporation (ECDC) has started a phased refurbishment and maintenance project at the 32-year-old Mdantsane Mall in East London.
The upgrade aims to bring the mall in line with health and safety standards set by the Department of Employment and Labour, while also improving its commercial value and customer experience.
ECDC Executive Manager for Properties and Facilities Management, Yandisa Sobuza, says the refurbishment work includes demolishing and replacing hawker stalls, repairing underground water, sewer, and stormwater systems, making structural roof changes, installing new cladding, windows, public ablutions, and a lift.
Mechanical and electrical systems are also being upgraded. This includes lighting, ventilation, fire detection and suppression systems, internal wet services, and ceilings in public areas.
Sobuza says the entire project will be carried out in four phases—each expected to take six months, depending on available funding from rental income.
"As of 30 June 2025, Phase 1 had reached 28% completion, with upcoming work in July including roofing, side cladding, and additional finishing works."
Despite the construction, the mall remains operational. Sobuza says a sectional completion method is being used, with safety barriers and strict health and safety plans in place.
“We are committed to ensuring the mall remains a viable commercial hub while meeting infrastructure and regulatory compliance standards.”
Mdantsane Mall covers just over 9,200 square metres and currently houses 83 tenants. All tenants are expected to return to their units, depending on valid lease agreements.
Sobuza says a tenant committee has been formed to ensure communication and consultation throughout the refurbishment process.
She concluded that "the project is a strategic investment in the long-term sustainability of the mall and the township’s business ecosystem."
