midrand, nov 18 (i-net bridge) - sa's bee advisory council is toothless and needs to become a fully-fledged chapter nine institution that has a full-time secretariat to handle problems, says tembakazi mnyaka, the black management forum's deputy president.

she said on friday that the black management forum (bmf) was also concerned that the amendments to procurement regulations would continue to benefit the white majority. these amendments are due to come into effect on december 7 and will enforce up to 75% local procurement.

bmf president jimmy manyi on thursday called it "scandalous" that this far down the track sufficient headway had not been made in addressing the under- representation of black people in the top echelons of business organisations.

tembisa marele told the bmf annual conference that it was concerning to see in the latest employment equity report that white people occupied over 70% of top management positions.
