Tender Details The African Water Facility invites appropriately qualified and experienced consulting firms, from eligible source countries, to express their interest in providing the following services: The services of a consultancy firm to undertake an assessment of the effectiveness of its operations since its inception of operations in March 2006. In terms of its scope, the effectiveness assessment will seek to determine the extent of achievement of the objectives of the Facility through a critical analysis of its operational activities; institutional activities; and organizational activities such as outreach and partnerships, support to African Ministers’ Council on Water, resource mobilization and knowledge management. Essentially, therefore, the assignment will examine work undertaken by the Facility and determine whether it is on the way to achieving its mandate effectively and efficiently. The assessment will analyze lessons learned and the strengths and shortcomings identified with particular emphasis on the programming cycle, progress made and results achieved, at country and regional levels. The assignment will seek to develop and provide appropriate recommendations for the future and further development of the Facility. The assignment will be undertaken by a consulting firm with the requisite knowledge and skills in institutional and operational program analysis and reviews.
