The Ministry of Water and Sanitation has received financing from the African Development Bank towards the cost of the Thwake Multipurpose Water Development Program Phase 1, and intends to apply part of the loan to payments under the contracts for the following Consulting Services: Program Engineer (Individual) Consultant: The post of Program Engineer (PE) will be afull time member of the Program Implementation Team and will provide technical expertise to supervise the consulting team(s) as well as conduct overall quality monitoring of all construction works; review all engineering consultant’s design,estimates, adhoc feasibility studies and supervision reports and appropriately advice the Program Coordinator; co-ordinate in-country training of field staff; assist Program Coordinator in site visit and to inspect test report of various materials related to works; assist the Program Coordinator in the preparation and updating of the annual work plan, financial reporting and Quarterly Progress Reporting; attend all site meeting, as may be required by Program Coordinator in the implementation of the project for purpose of coordination and monitoring technical aspect; inspect the safety and environmental protection aspect of construction works and methods to ensure that every reasonable measures has been taken to protect life, environment and property; closely coordinate with the Program Coordinator to facilitate timely review of documents related to billing, payment and procurement; perform other related duties as assigned by the program coordinator as related to the Program management from time to time. The Ministry of Water and Sanitation now invites eligible consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services by providing brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification.

The Ministry of Water and Sanitation has received financing from the African Development Bank towards the cost of the Thwake Multipurpose Water Development Program Phase 1, and intends to apply part of the loan to payments under the contracts for the following Consulting Services: Consulting Services for Athi River Basin Modelling: The main purpose of this hydrological study is to do the Athi River Basin modelling which should focus on construction of a hydrological and hydraulic model for operational use in the Athi River Basin. Attention should be paid to data-acquisition like topographic GIS map layers and time series, rainfall-run off processes, and Integrated Water Resource Management. The instrument to be developed should be part of a decision support system (DSS) for the Kenyan government and other end-users. The work will involve Hydraulic Modelling of Athi River Upper, Middle and Lower Basin Areas. An updated and integrated hydraulic model of Athi River needs to be developed to study the interdependency of dams and other water abstractions on the river. This will allow exploration of options for abstractions, water transfers and the interaction of new and existing dams within the upper, middle and lower Athi Basin areas. The model will use average monthly inflow and outflows for water supply, irrigation and hydropower generation. It will be used to assess planned abstractions and dams on Athi River. The modelling will also include:- the Estimation of Probable Maximum Flood (PMF) for water resources projects and flood forecasting at various locations within the basin; Flood Frequency analysis including the Estimation of maximum flood discharge (MFD) and the evaluation of low-flow characteristics of a main river system within the basin; Develop Rainfall Intensity-Duration-Frequency Analysis through rainfall frequency analysis (RFA); Determination Safe Grade Elevation through Area Drainage Studies; Estimation of Irrigation Return Flows; backwater studies along the main river system in the basin - Afflux developed by presence of any structure (weir, barrage, and dam) in a water course is widely known as backwater effect and has both useful (storage) and harmful impacts (flooding); Soil erosion- sediment yield studies - Soil erosion and sediment yield from catchments is an important aspect in water resources as it affects the storage (reservoir), water quality, and rise in bed levels of river sections leading to flooding; Development of Flood Forecasting Model: Rainfall-runoff for un- gauged catchments, Flood routing, Reservoir routing and Optimization of Hydro meteorological Network for Athi River Basin. The Ministry of Water and Sanitation now invites eligible consultants to express their interest in providing these services.
