Tender Details Project: Competitiveness and Enterprise Development Project. The Competitiveness and Enterprise Development Project invites eligible individual consultants to indicate their interest in providing services. Objectives of service required: The consultant to be hired for this assignment is expected to assist the Government of Rwanda and the National Bank of Rwanda in directing the establishment, organization, staffing and initial investments of the REIC. The main tasks and specific activities for the Consultant are the following: Coordinate the establishment of the SME Fund; Ensure that suitably qualified staff are identified and hired; Ensure that the SME Fund has suitable offices and physical facilities; Coordinate the development of investment policies and documentation; Coordinate the development of internal operating systems and procedures; Ensure that SME Fund clients have access to suitable technical assistance; Help formulate a promotion/communication strategy; Provide mentoring to investment staff; Ensure smooth relations between the SME Fund and financial stakeholders; Advise Management and/or shareholders on the issues and problems referred to the TC. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). The Company will operate as a private Rwandan entity, owned entirely by its equity Investors.
