The agency would like to get both technical & financial proposals from consultant firms with required qualifications. Objectives of Service Required: Have a 3 year strategic plan defining vision, priorities & strategic approach to accomplish its mission in each of regulated sectors. Work Framework: Prospective consultant firm shall get logistical, documentary & human resource assistance from the agency necessary for realization of assignment. Consultant firm shall involve agency’s staff in the process in order to ensure ownership of work by the latter. Mission of Consultant Firm: In general terms, consultants shall help the agency in following areas: define agency’s vision; analyze the regulated sectors & working environment, identify aspects of market requiring intervention of regulator per order of priority; After consultation with all stakeholders, consultant shall indicate the main lines of intervention into the market by the regulator, sector per sector; To define specific objectives, programs and sub programs of the agency; To define the main activities and outputs; To design a three year logical frame work. Requirements for the Consultant firm: To have experts in the areas of strategic planning and regulation in the sectors regulated by the agency; The firm should have capacity to execute the contract within the agreed time period.
