The Petroleum Oil and Gas Corporation of South Africa (PetroSA), the National oil company of South Africa, requires that a Quantitative Risk Assessment be undertaken of its GTL Refinery in Mossel Bay. This document details the scope of services required for this undertaking and aims to attract high quality bids from prospective vendors.PetroSA recognises that risks to the health and safety of its employees and the public may exist due to the nature of its operations at the GTL Refinery. Major accident risk associated with this installation therefore needs to be better understood to ensure that these risks are appropriately addressed. In addition, Major Hazard Installations (MHIs), such as oil refineries, are required to conduct an MHI Risk Assessment in terms of the MHI Regulations of the Occupational Health and Safety Act, 1993 (Act 85 of 1993). Although PetroSA’s GTL Refinery is not subject to these regulations (as it falls under the Mine Health and Safety Act), it nonetheless recognises that the installation is similar in nature to other registered MHI’s in South Africa. PetroSA therefore proactively wishes to address its major accident risk management responsibility in a manner that is aligned to these registered MHI’s. PetroSA’s vision for this project is that all relevant operations associated with the GTL Refinery should be subject to a quantitative risk assessment (QRA). This analysis should be structured to achieve compliance with both the MHI Regulations and international good practice, as represented by the risk assessment requirements of the European Seveso II Directive. In addition it should address the risks to employees and third parties. The risk to employees located in occupied buildings at the site is of particular concern. Of critical importance to PetroSA, is the experience of the proposed project team, ability to accommodate the proposed timeframes, competitive pricing, the ability to demonstrate skills transfer and to meaningfully address BBBEE.
