Restrictions

The terms of reference (ToR) for assignment include but not limited to the following: 1. Depict the spatial dimension of social and economic development programmes of the county as articulated in the county development plan 2. Depict the spatial dimension of Critical Ecologically Significant Areas (CESA) while providing details of the county’s Natural Capital. 3. Present a clear statement of how the spatial plan is linked to the regional, national and other county plans. 4. Present clear scenarios and plan options through a Cost-Benefit Analysis framework that will provide the most suitable plan options for sustainable development of Narok County. 5. Clarify the anticipated sustainable development outcomes of the spatial plan. 6. Give effect to the principles and objects contained in sections 102 and 103 County Government Act 2012. 7. Set out objectives that reflects the desired spatial form of the county. 8. Formulates strategies and policies indicating desired patterns of land use within the county, addressing the spatial construction or reconstruction of the county, providing strategic guidance in respect of the location and nature of development within the county, set out basic guidelines for a land use management system in the county. 9. Set out a capital investment framework for the county’s development programs. 10. Contain a strategic assessment of the environmental impact of the spatial development framework. 11. Identify programs and projects for the development of land within the county. 12. Delineate the urban edges of the urban areas within the county. 13. Delineate areas designated for conservation, wildlife management, forest management, water resources management and recreation. 14. Establish a GIS Database for all data collected, used and modelled as provided for in Section 110 of the County Government Act 2012. The Mandatory Requirements The eligible consultancy must meet the following requirements: 1. Be a registered planning firm headed by a registered and practicing physical planner 2. Demonstrate ability and capacity to undertake the assignment 3. Demonstrate experience and ability in undertaking assignments of a similar nature which have been approved. Having undertaken such projects regionally or internationally is added advantage 4. Comprise of a multidisciplinary team of experts with demonstrable experience and ability required to undertake the assignment 5. Have a strong financial resource base The EOI must be companied by copies of the following documents a) Company profile. b) Certificate of Business Incorporation. c) Valid Tax Compliance Certificate and CR 12 Form. d) List of least three similar projects undertaken. e) List of at least three references from organization the firm has offered similar services to. Interested consultants shall submit original and two copies of the EOI with all necessary, documentation.
