Metsi-a-Lekoa, the water and sanitation services unit of Emfuleni Local Municipality, is mandated to explore and implement the water services Authority rights of the Emfuleni Local Municipality in order to execute its constitutional mandate of providing water and sanitation services to its residents. Metsi-a-Lekoa requests proposals to determine the feasibility and the cost-effectiveness of abstracting and purifying raw water from the Vaal River for its own potable water to approximately 1 million people in the Emfuleni area. It supplies potable water to approximately 1 million people in the Emfuleni area. It supplies 74 400 000 km per annum at a cost of approximately R200 million. The study must yield the following actions: High level status quo assessment (SWOT Analysis) of the existing bulk potable water source. Recommendation of appropriate / alternative technical system (abstraction and purification). Cost benefit analysis. Possible partnership models to effect recommended solution. The following information should be provided: company profile. Past experience in developing and/or designing and implementation of raw water abstraction and purification systems for similar or bigger systems for similar or bigger municipalities. A detailed project costs and approach. Project timeframes.
