*Note: Details Changed, please see 'Closing Date, Site Inspection and Restrictions' for further details.* The Common Market for Eastern and Southern Africa (COMESA) is a Regional Economic Community comprising 19 member states and its Secretariat is hosted by the Government of the Republic of Zambia in Lusaka, Zambia. COMESA was founded in 1994 as a successor to the Preferential Trade Area (PTA). COMESA's objectives include sustainable economic development through economic and social regional integration. The current 19 member states of COMESA namely are: Burundi, Comoros, the Democratic Republic of Congo (DRC), Djibouti, Egypt, Eritrea, Ethiopia, Kenya, Libya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Sudan, Swaziland, Uganda, Zambia, and Zimbabwe. Through its regional integration agenda one of COMESA’s main focus is on the establishment of a large economic and trading block that will facilitate intra-COMESA trade and enhance economic development in order to improve the livelihoods of its citizens. The Secretariat's Headquarters is currently situated along Ben Bella Road in the Lusaka Central Business District. However, COMESA has been allocated a new piece of land measuring 4.0477Hactres (10 acres) by the Government of the Republic of Zambia along Great East Road in the outskirts of Lusaka City and wishes to develop its new Headquarters at the new site. The facilities will include constructing a new HQ office accommodation, state of the art conference facility as well as support real property development/real estate including hotel, office and retail accommodation. The site is located on Great East Road, about 600 metres east of the airport round-about in the Chelstone area of Lusaka. The Great East Road is a main trunk road leading to the Eastern Province of Zambia and into Malawi and Mozambique. The south boundary of the plot abuts to the Great East Road, with a frontage of about 120 metres. To the North the site bounds a residential area bordering the airport road. Its location is strategically positioned near the Kenneth Kaunda International Airport and 19 km east of Lusaka Central Business District (CBD). The Project and Services - Sector 1 - COMESA Headquarters (HQ) Building: a) A new HQ Building for COMESA is to be built on about half of the plot of land. The plinth area of the building is approximately 19,000 square metres, consisting of conference centre, offices and associated support facilities, built on several levels. All necessary infrastructure and ancillary facilities shall be provided. In addition to the above, the building will include the following major facilities and features: Two luxurious conference halls of 500 people capacity each (1,000 people total), equipped with the latest modern conference apparatus; An exhibition room with possible extension into lobby space; Executives’ lounge; Cafeteria with 120 seat capacity; A modern clinic with all necessary facilities; A library with reading rooms; Central store and archives; A centralized computer room equipped with all necessary facilities; Comfortable rooms for confidential and central registry; A permanent products exhibition area for COMESA member countries; Naturally and mechanically air conditioned individual and shared comfortable offices to accommodate 300 employees; Adequate Car Parking spaces. b) COMESA commissioned a team of consultants to prepare designs, detail drawings, specifications, Bills of Quantities and tender documents for this sector of the project. COMESA has approved the designs, detail drawings, specifications, Bills of Quantities and tender documents and they will be made available for inspection by the bidder. c) The successful bidder will be expected to finance, build, operate and later transfer to COMESA the Headquarters building and associated infrastructure and support facilities. d) COMESA will, upon completion, occupy the Headquarters Building on agreed terms. Sector 2 - Commercial Development: a) About half of the plot of land is to be developed with commercial facilities intended to augment the viability of the entire project and ensure optimum utilization of the site. b) The intended development will include but not limited to the following: i) A hotel of at least Four Star rating with about 100 guest rooms and all other facilities necessary for proper operation. ii) Office facilities for rental, with a lettable area of about 5,000 square metres. iii) Shopping mall with a lettable area of about 10,000 square metres. iv) All necessary infrastructure and ancillary facilities shall be provided. c) The works in this sector have not yet been designed and documented. d) The successful bidder will be expected to appoint a team of consultants to prepare designs, detail drawings, specifications, Bills of Quantities and tender documents for this sector of the project, to be approved by COMESA prior to implementation. e) The successful bidder will be expected to finance or alternatively, assist COMESA in seeking and obtaining financing for the project, build and later transfer to COMESA Commercial facilities and associated infrastructure and support facilities. f) Operation shall include letting the facilities to entities other than COMESA with a view to recovering the development costs. Finance, Engineering, Procurement And Construction (F+EPC) Model: COMESA, after several consultations with the member States has, embraced the Finance Plus Engineering Procurement And Construction (F+EPC) model as a key vehicle for the accelerated delivery of its new HQ and associated support real estate infrastructure. The COMESA Secretariat hereby invites competent and reputable developers, project sponsors and investors (local or foreign) either as an individual firm or a consortium of firms to submit proposals for the development of new COMESA HQ and Conference Facility and associated real estate infrastructure by F+EPC. The envisioned F+EPC model is the Finance, Build and Transfer (F- BT) for Sector 1 and Design, Finance, Build and Transfer (DF-BT) for Sector 2. The F+EPC process will be carried out in line with the COMESA requirements and in accordance with terms and conditions to be agreed mutually between the developer and COMESA.
