Construction of a stadium with a seating capacity of between 35 000 and 40 000, as part of the proposed Matjhabeng Regional Multipurpose Sport Stadium Complex, to be located on the Remainder of Portion 2 of No 52 Farm Vooruitgang, in Welkom, Free State. The size of the land is 20 000m². The development could also include a sports academy, a textiles manufacturing academy; a commercial retail block (franchise mall); a 120-unit hotel; a conference centre with lecture facilities; and student accommodation for between 3 000 and 5 000 students.
