Development of a steel and minerals production and manufacturing cluster at a proposed IDZ programme at Saldanha Bay, in the Western Cape. The expansion of Saldanha Bay into an industrial hub know as an Industrial Development Zone includes a titanium and zirconium smelter, the largest proposed construction, by Rare Metal Industries. Investors included local businessmen, Russians and Americans.
