Site Inspection

A representative of the Department of Infrastructure and Technical Services will meet prospective tenderers for a compulsory Briefing meeting at 10:00 on 02 March 2018 at the Civic Centre, 5 Mark Strasse, CBD, Richards Bay in the Infrastructure & Technical Service Boardroom, 2nd floor, opposite Office No. D209. A person who is directly employed by the Tenderer and is suitably qualified and experienced to comprehend the implications of the work involved must represent the Tenderer at the tender meeting. Failure to attend the meeting will render the tender invalid.

Restrictions

Failing to submit all compulsory documents with the tender document on the closing date will lead to disqualify (Invalidate your tender). Regulation 44 of the Supply Chain Management Regulations states that the Municipality may not make any award to a person who is in the service of the state, and if that person is not a natural person, of which any Director, Manager, Principal, Shareholder or Stakeholder is a person in the service of the state; or who is an advisor or consultant contracted with the municipality or municipal entity. It is a compulsory requirement for the Principal Agent to be within the jurisdiction of the City of uMhlathuze (KZ282) failing which the tender will be rendered non-responsive (will invalidate the tender). Tenderers to note that companies with more than 60% HDI ownership will be given first preference. The services required under this appointment, if made, will be for all the six project work stages (Inception, Concept Viability, Design Development, Procurement Documentation, Contract Administration and CloseOut Services). Tenders submitted must be complete in all respects. If this provision is not complied with, such tender shall be rejected as being invalid. This request for Tenders is subject to the terms and conditions of Council’s Preferential Procurement Policy, and will be evaluated in terms of the 80:20 method for amounts between R30 000,00 and R50 000 000,00 as set out in the Preferential Procurement Policy Framework Act, 2000: Preferential Procurement Regulations, 2017. It is solely the responsibility of vendors, who want to make use of the preferences available under this policy to familiarise themselves of its contents, and to comply with its conditions, to be able to make a claim for preference. Copies of Council’s Preferential Procurement Policy may be obtained from the Supply Chain Management Unit or May be downloaded from Council’s Web Site www.umhlathuze.gov.za Council will not accept responsibility for the late delivery of Tenders by courier services or any other means that are not placed in the tender box on or before the date and time of the closing of the tender. The uMhlathuze Municipality does not bind itself to accept the lowest or any tender, and reserves the right to accept any tender in whole or in part. Sealed tenders, clearly endorsed "Tender 8/2/1/UMH306-17/18: : Appointment of Professional Consultant for the Public Swimming Pool Facility at Vulindlela” must be placed in the Tender box before 12:00. The Tenderers details and return address must be indicated on the back of the sealed envelope in which the Tender is deposited, this is required for the purposes of returning tenders in cases where it may be required. Tender documents without complete pricing to all items listed in the Schedule of Quantities, will be disqualified. It is a requirement of this tender that the successful tenderer must implement a successful Corporate Social Investment (CSI) project. The City of uMhlathuze reserves the right not to award this tender to the highest ranked or highest scoring tenderer as it needs to align its procurement practices to driving socio-economic development objectives that are enshrined in Section 217 (2) of Constitution and various Government Policies such as BBBEE, Council LED Strategy, Operation Sukuma Sakhe (OSS), Vukuphile, EPWP and the New Growth Path. Tenderers who have not been contacted 120 days after the closing date of this tender must accept that their tender was unsuccessful.
