The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Institutional and Infrastructure Development Program and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include undertaking a Rapid Assessment of Environmental, Social, Financial and Operational Sustainability of (a) Markets, (b) Abattoirs and (c) Landfills created under ULGDP I & ULGDP II in 6 regions and 15 cities Part 1: Rapid Assessment of the environmental., social, financial and operational sustainability of markets, abattoirs and landfills created under the ULGDP I and ULGDP II The assessment will be done on 28 identified projects in 15 cities in 6 regions and listed in Annex 1 of the TOR, that were implemented or created under ULGDP I and ULGDP II between EFY 2002 and EFY 2010. Part II: Preparation of Guideline with formats and system that can be readily and easily used by the 117 cities participating in the UIIDP in carrying out evaluation of the feasibility and sustainability of such projects and preparing feasibility reports. The Consultant will, based on and as a follow up to, the assessment, prepare a Guideline with formats and system that can be readily and easily used by the 117 cities participating in the UIIDP in carrying out evaluation of the feasibility and sustainability of such projects and preparing feasibility reports. All projects on landfills, abattoirs and markets will be subjected to this evaluation by ULGs before they can be accepted or approved by the regions in the CIP. The Guideline will be prepared in English and should be simple to use by the ULGs especially the new cities that will join UIIDP. It is expected that the assignment will take 3 and half months from commencement of the services. The contract is expected to be signed by June 2019. In regard to the level of effort, It is expected that there will be two assessment teams covering the regions, cities and projects as follows:- Amhara & Tigray Regions: 7 Cities (Bahir Dar, Gondar, Kombolcha, Mekelle, Adigrat, Axum & Shire Endaselassie): 13 projects Oromia, SNNPRS, Harari Regions & Dire Dawa: 8 Cities (Adama, Bishoftu, Jimma, Hawassa, Dilla, Arbaminch, Harar & Dire Dawa): 15 projects It is expected that the Consultant will provide: An overall team leader/manager for the entire assignment, who will be responsible for overall management of the entire assignment, logistical arrangements; communication with the Client and key stakeholders; quality control of team members work; coordination and integration of Consultant’s inputs and outputs; data analysis using the latest data analysis software packages and production of the reports and deliverables that are consistent, reliable, concise, readable and clear. Key Consultant staff. The Consultant will provide key staff with qualifications and experience in key areas relevant to the assessment, i.e. Municipal Infrastructure Engineer/Infrastructure Asset Management Specialist (x2), Financial Management Specialist (x2), Economist (x2), Environmental Management Specialist (x2), Social Development Specialist (x2) Other Support staff. The Consultant will provide other support staff that are required for the assignment. Logistics, Transport, Subsistence Allowances etc. The consultant will be responsible for all logistical, subsistence allowances for the consultant staff and all transport costs for the consultant staff participating in the assignment.
